In a significant shift in its energy procurement strategy, Japan has drastically reduced its naphtha and volatile oil imports from the Middle East, opting instead to source from alternative suppliers amid ongoing regional instability. Preliminary trade data indicates a sharp 79.4 percent drop in imports from Middle Eastern countries in April compared to the previous year, totaling 342,000 kiloliters.
This reduction has led Japan to dramatically increase its naphtha imports from the United States, with figures showing an astounding rise of over 200 times from previous levels. Despite this surge, Japan’s total global naphtha imports saw a decline of 37.7 percent. The government data reveals that in 2024, Japan’s average monthly naphtha supply stood at approximately 2.83 million kiloliters, traditionally relying on Middle Eastern sources for more than 40 percent of its total supply.
In response to these changes, Japan is actively working to diversify its energy sources, with expectations that imports from countries such as the United States, Algeria, and Peru will surpass 1.35 million kiloliters in May. This strategic shift underscores Japan’s proactive measures to mitigate risks associated with energy supply disruptions tied to tensions in the Middle East and potential shipping challenges impacting global fuel markets.
To ensure stability in its domestic refining operations, Japan plans to utilize petroleum from national reserves, reinforcing its supply security. This approach aims to maintain consistent refining processes despite the significant alteration in its import sources.
