Japan’s PM Takaichi Calls for UN Reforms and AI Security Focus in UN Speech

Japanese Prime Minister Sanae Takaichi underscored Japan’s unwavering commitment to the rule of law and its support for international judicial institutions during her recent address to the United Nations General Assembly on September 22. She highlighted Japan’s intent to contribute to a free and open international order, reaffirming the nation’s support for bodies like the International Criminal Court (ICC).

In her speech, Takaichi advocated for the removal of the United Nations Charter’s “enemy state” clauses, aligning with a 2005 UN General Assembly resolution. She also called for reforms to the UN Security Council, suggesting an expansion of both permanent and non-permanent members to better reflect the current global landscape.

Addressing economic and security concerns, Takaichi emphasized the importance of strengthening supply-chain resilience and raised alarms over arbitrary restrictions on the export of critical resources and minerals. She also pointed out the dual nature of artificial intelligence, recognizing its potential benefits while acknowledging the security challenges it presents. Japan, she mentioned, plans to host an AI summit to delve into the risks associated with advanced AI technologies.

Takaichi’s address highlighted Japan’s focus on promoting the rule of law, fostering multilateral cooperation, pursuing UN reform, and addressing emerging technological and security challenges on the global stage. Her speech did not directly mention the U.S. sanctions against ICC President Tomoko Akane, a Japanese national, yet reaffirmed Japan’s consistent support for international judicial frameworks.
