Japan’s political landscape is shifting further to the right under Prime Minister Sanae Takaichi, posing new obstacles for its relationship with South Korea. This shift has sparked concerns that historical and territorial disputes between the two nations might hinder the diplomatic progress achieved in recent times. Traditionally, South Korea and Japan have maintained a “two-track” strategy, which involves separating contentious historical issues from areas that require closer cooperation, such as economic relations and security.
However, a recent report by South Korea’s Institute for National Security Strategy cautions that Japan’s political instability and increasing conservatism could jeopardize the bilateral diplomacy efforts. The tensions have been further inflamed by visits from Japanese politicians to the Yasukuni Shrine, a site of controversy, and Japan’s renewed territorial assertions over Dokdo—a territory administered by South Korea, which Japan refers to as Takeshima.
In a move that stirred diplomatic waters, Prime Minister Takaichi opted not to visit the Yasukuni Shrine on August 15, the anniversary of Japan’s World War II surrender, but did send a ritual offering. This was followed by visits from several senior Japanese officials, triggering official protests from South Korea. Despite these tensions, South Korean President Lee Jae Myung has maintained a balanced stance, recognizing historical grievances while underscoring the significance of continued cooperation with Japan.
Experts are warning that without tangible progress in resolving historical disputes, territorial claims, and wartime-related controversies, the “two-track” approach might falter. The emphasis is on both nations expanding their practical cooperation to sustain and enhance their diplomatic relations. The ongoing disputes risk undermining the progress that has been made, emphasizing the need for both countries to find common ground and work towards resolving these longstanding issues.
